Going by the math of the last FOW album, Welcome Interstate Managers — half a Wayne CD is catchy Brian Wilson-lovin' pop and the other half is forgettable filler, so a double-disc release should give you one good side. While that means a whole other record's worth of blunders, this is a b-sides collection and quantity always beats quality when you're selling to fans. Out-Of-State Plates continues the FOW coin toss — some definite keepers for your mix-tapes and MP3 players, but old Christmas cuts and a cover of "Baby One More Time" are just boring.
